Yes — create a Package for the relevant Navigator Context from the Navigator Configurations screen, open that package and use its Export command to produce a package file, then use the Import Configuration Package command in the target instance to bring the same navigator entries in there, rather than manually re-adding each custom navigator item by hand in every environment.
