No — IFS R&D doesn't support running Oracle APEX together with IFS Cloud or IFS Applications (Apps8, Apps9, Apps10). APEX isn't installed in the database at all when IFS's recommended DBCA templates are used to create the database, and adding it alongside an IFS database isn't a supported configuration.
