There's no direct copy/clone functionality between Configuration Contexts currently. The practical workaround is to make both contexts effectively available to the same user instead of duplicating content between them — use the same context-mapping condition for both contexts (or define a condition that evaluates true for both scenarios) for the specific users who need the content from both, rather than trying to physically copy the underlying configuration from one context into another.
