Is there a way to customize an Aurena Command/hyperlink so it opens a local or network file (a file:// URL, like a PDF on an online storage drive), given the built-in navigation only accepts http:// or https:// URLs?

No — opening local/file:// URLs isn't supported in Aurena, likely due to the security implications of a web browser opening arbitrary local files, and this isn't currently planned for an upcoming release either. If this is a real need, submitting it as an Ideation topic on IFS's community site is the way to get it considered for a future release, since there's no current workaround or configuration option to enable it.
