This is a known, acknowledged functional gap rather than a setting you're missing — personalizations in the web client are saved and rendered per page rather than as a single retrievable/pushable profile file, so there's currently no global switch to turn off or centrally manage personal personalizations the way base and personal profiles worked in the older Windows client; track official release notes if closing this gap matters for your rollout.
