Yes — join the technical-object-reference table to the technical-specification and technical-attribute-definition tables (linked via technical spec number, technical class, and attribute code), filtering to the attribute you need (matching on the attribute's underlying code rather than its human-readable description, since descriptions can be renamed or translated) and to the specific object instance you're after. To resolve a specific record instance's key reference for that filter, use Client_SYS.Get_Key_Reference_From_Objkey together with the relevant object API's own Get_Objkey method (for example, Equipment_Object_API.Get_Objkey) to convert the object's business key into the key_ref value the technical-specification tables expect.
