Yes — in the User Profiles window (User Profile Administration), select 'List Base Profiles' to see an overview of all available base profiles, select every line you want to migrate, and use RMB > Export Profiles to export them all to a chosen location. On the target environment, use the Import Profiles option in that same window to bring the exported base profiles into the new environment.
