Check specifically whether the LobbyConfiguration projection has been granted to the user through some permission set — this specific projection grant controls Lobby-related visibility and isn't automatically covered by a broad IFS_ALL-style grant in every case. Granting LobbyConfiguration (per Lobby Designer's own security documentation) is what resolves Lobby Overview not appearing in the navigation panel for an otherwise broadly-permissioned user.
