This is expected and consistent behavior across both EE and Cloud: when the window/screen itself is in a read-only state, a custom field on it can't be edited regardless of its own Updatable setting — the screen's overall read-only state takes precedence over the individual field's configuration. This hasn't changed moving to Cloud; a custom field configured as updatable still won't be editable on a screen that's read-only overall.
