Page Designer keeps defaulting to a specific non-global configuration context every time it's opened, even for pages that have no saved configuration in that context, and there's no per-user setting to change it.

There's no way for an individual business user to override their default Page Designer context — the default context a user lands on is governed entirely by Context Configuration Mappings, so if a context is defaulting unexpectedly for certain pages or users, review those mappings rather than looking for a personal preference setting, since none currently exists.
