Quick Reports have a built-in execution log that shows usage, but is there an equivalent way to tell whether a Lobby (dashboard) is actually being used by anyone, and when it was last opened?

There's no built-in usage log for Lobbies the way there is for Quick Reports — the practical approach is to build your own: create a small custom PL/SQL package that logs to a custom table, add an element to each Lobby page that calls that logging API when the lobby loads, and then report off the resulting custom log table to see actual usage and last-accessed times per lobby.
