Yes — this is a Page Designer setting on the field's element: open the element for the Notes field in Page Designer, and set its Multiline property to Enabled/TRUE, then save and publish. Once Multiline is enabled, the field gains the expandable Notepad-style editing popup instead of the cramped default text box.
