Toast/popup notification messages in the corner of the screen disappear very quickly unless the mouse is actively hovering over them — is there a way to make them stay visible longer by default?

From 23R2 onward, yes — there are dedicated System Parameters that control how long these toast messages stay visible, letting you extend the default display duration site-wide rather than relying on users hovering over each message to keep it readable. On versions before 23R2, hovering the mouse over the message is still the only way to pause it from fading.
