This is a design-time-only quirk — using the in-design "Run" option while still building the report doesn't correctly resolve parameter fields dropped onto a pivot table sheet, even though the identical fields resolve fine on a flat-table sheet; publish the report and run it through IFS Cloud itself (rather than the design-time Run option) and the pivot table sheet's parameter fields populate correctly.
