Check carefully for a stray space right after the colon in the link (e.g. ifsrep: qr.448404 instead of ifsrep:qr.448404) — even a single unintended space between the ifsrep: prefix and the report identifier breaks the link. Removing the space so the whole identifier is written as one unbroken string resolves it.
