A Quick Report currently has 12 hardcoded monthly columns — is it possible to make the report instead show a rolling window of 12 months, dynamically starting from whatever Starting Date parameter value the user enters?

Yes — rather than hardcoding 12 separate month columns, group the underlying data by year and month extracted from the date column (e.g. TO_CHAR(date_col,'YYYY') and TO_CHAR(date_col,'MM')), and filter the date range using the Quick Report's date parameter together with ADD_MONTHS(<start_date>, 12) as the upper bound of a BETWEEN clause — this naturally produces exactly 12 months of grouped rows starting from whatever date the user enters, without needing separate hardcoded per-month columns or logic.
