A report built with the Excel layout format shows a working print-preview on an Apps10 environment, but the same Excel layout plugin never shows a preview on an Apps9 environment — is this a configuration problem?

No — this is a version limitation rather than a misconfiguration. Print preview for Excel-format report layouts is only available starting from the Apps10 track. On Apps9, an Excel-layout report can only be printed directly to a logical printer (such as a NO_PRINTOUT-style logical printer used purely to produce the output file) to get the resulting output, without a live preview option available in the print dialog.
