A Report Designer layout uses only a Repeat Page (First Page disabled), and a header element needs to show on just the very first printed page and then disappear on every page after that — but page-number-based visibility conditions on it stop the report from printing at all.

Answer

Page number can't be used inside a visibility-condition calculation this way. Instead, re-enable the First Page (sized to match the Repeat Page), add the same fields the Repeat Page header has plus your extra field to that First Page's header, and let the Repeat Page header stay as-is for every page after the first — this achieves the same visual result without relying on an unsupported page-number condition.
