Check whether the target report's own Report Definition has its 'Create XML' checkbox enabled — the Report Rule mechanism relies on the report actually generating a structured XML representation of its own data in order to resolve those bracketed path references, and if 'Create XML' isn't checked, resolving any [@REPORT_NAME/...]-style placeholder fails with exactly this expression-evaluation error. Enabling 'Create XML' in the report's own Report Definition resolves it, even when the referenced SQL and path syntax are otherwise correct.
