A Report Rule expression using a SQL function like `UPPER()` directly around a field placeholder (e.g. `UPPER([@SOME_FIELD])`) doesn't work, even though the equivalent works fine in plain PL/SQL.

Answer

Report Rule expressions need SQL wrapped in its own delimiter syntax, and a field placeholder used inside that SQL needs to be quoted as a literal string — the working form looks like [&UPPER('[@SOME_FIELD]')] rather than applying the function directly to the bare placeholder; without the [&...] SQL-expression wrapper and the surrounding quotes around the field reference, the expression won't evaluate as SQL at all.
