Check the 'No Multi' checkbox in the Report Rule's header — if it's checked, that rule is deliberately configured to not apply at all once more than one record is being printed together in the same job, which is exactly the symptom of the rule working for a single Shop Order but being ignored for a multi-selection print. Unchecking 'No Multi' makes the rule apply correctly even when multiple Shop Orders are printed together in one job.
