For finance reports built on Accounting Structures specifically, check that the structure you're referencing is correctly assigned in the report and, importantly, that it's marked Active — an inactive or misreferenced Accounting Structure is a common reason balances silently return zero. The ALL checkbox behaves as designed in this context: it's meant to include rows that would otherwise be excluded for having no data, so needing it to see any results at all is a symptom of the same underlying structure-reference issue rather than a separate problem.
