Can a Quick Report parameter be shown as a calendar date picker (instead of a plain text substitution field) for an ad-hoc date-range query?

No — this is a confirmed platform limitation, not a missing setting. Query flags and default parameter values for SQL-type Quick Reports currently don't work in IFS Cloud: even if you configure them, the Quick Report parameter page ignores them, and there's no workaround. Users have to type the date manually into the parameter field.
