Can the sort order of rows on a standard operational report (e.g. a packing list) be changed through configuration, or does it require modifying the report's underlying package?

Row order on a standard report is set by the ORDER BY clause in the relevant cursor inside the report's RPI package — there's no configuration-only way to change it. Editing the ORDER BY in the correct cursor of the RPI (as a customization) is the standard, supported way to get a different sort order.
