Is it possible to convert a normal table row into a genuine Table Header in Report Designer, or move an existing repeating table into the Repeating Header section?

Answer

No — neither conversion is possible. A Table Header is a static construct by design and won't repeat the way a table row does, and an existing table/repeating section can't simply be moved into the Header section and expected to behave as one. A proper table header needs to be designed from scratch as its own header element, rather than converted or relocated from an existing table row.
