Is it possible to let users filter Lobby data by a plain calendar month, entering something like '04' or 'April,' without it matching that same month across every year in the underlying data?

Build the Data Source's WHERE clause to compare the month portion of the date column against the input parameter using TO_CHAR(<date_column>,'MM') = '&MM', and additionally constrain the year portion to the current year specifically with something like TO_CHAR(<date_column>,'YYYY') = EXTRACT(YEAR FROM SYSDATE). Combining both conditions filters correctly to just the given calendar month within the current year, rather than matching that month across every year present in the data, which is what happens if you filter on the month portion alone.
