Look at the dedicated shop order actual-cost-details view, and confirm the cost-aggregation process has actually been run for the period you need — cost bucket detail depends on an aggregation step being executed to populate it, so a gap in the data can mean the aggregation hasn't run for that period rather than the cost detail not existing at all.
