Check the custom fields present on the underlying page/report metadata for that specific document — a heavier set of custom fields loaded into that report's metadata has been associated with exactly this kind of environment-specific slowdown opening the print-options screen, so compare the custom-field footprint between the fast and slow environments before assuming an infrastructure or container-sizing difference is the cause.
