When a report in one user's Report Archive is forwarded to another user or distribution list, the recipients automatically get a system-generated email about it that users find confusing and want turned off — where is this controlled, since it doesn't appear to be a Custom Event?

This is controlled by a dedicated System Parameter, not a custom event — locate the relevant parameter (in Solution Manager > System Parameters, related to report/archive email notifications) and set its value to No. This stops the automatic notification email from being sent whenever a report is forwarded to another user's Report Archive or a distribution list, without needing any custom event configuration.
