A newly added custom action on an existing projection doesn't show up yet in "Manage Grants by Command" to be permission-set-controlled.

Answer

Confirm the projection itself has been fully published, not just the individual action — a custom action can be marked as published while the projection as a whole hasn't been, and it won't appear in Manage Grants by Command until the whole projection publish step has completed.
