In a confirmed (if unusual) case, this kind of context menu became active only after additionally granting access to two seemingly unrelated purchase-order-side screens. There's no clear documented explanation for why granting those specific screens activates a customer-order-side context menu action, but it's a reproducible workaround if you hit exactly this symptom — granting just the directly-named analysis screen alone wasn't sufficient on its own.
