Can a Streams notification be sent to an entire user group (not individually naming each user), the way an email can go to a distribution list?

Answer

Not through standard, out-of-the-box functionality — Streams notifications target individual users. Sending to a whole user group would require custom SQL/code (for example, resolving the group's members yourself and looping to notify each one) rather than something configurable directly.
