Can IFS Cloud automatically create a new user account the first time someone authenticates via SSO, rather than requiring the user to already exist (via SCIM or AD sync) beforehand?

Not currently — user provisioning still has to happen through a separate identity-sync mechanism (typically SCIM or a scheduled AD/Azure AD sync) ahead of a user's first SSO login, rather than being created on-the-fly at login time. Be aware SCIM provisioning in IFS Cloud also has real limitations worth planning around — notably it doesn't let you specify the Person ID explicitly, and it doesn't replicate the same Address ID / communication-method linkage behavior that Apps10's own user-creation flow had.
