The user needs the specific report's own dedicated projection granted to their permission set, separately from general Aurena access — Operational Reports in Aurena are each backed by their own report projection, and without that specific projection grant, attempting to order or schedule that report throws exactly this kind of permission error even though the user can otherwise use Aurena normally.
