Answer

Grant the 'AddOnsHandling' projection to the affected users' permission set — this projection is currently required to download any add-on from the Add-ons page, including the Crystal Runtime Files needed on each end-user PC to run Crystal Reports through Enterprise Explorer. This can be granted from either the Enterprise Explorer or the Aurena client's security administration screens.
