Answer

Rather than ODBC, request activation of the dedicated read-only Oracle system account (documented in the Cloud administration guide) along with a site-to-site VPN connection to the hosted database, through IFS Support/your hosting arrangement — that combination is the supported path for direct database read access on a hosted Cloud environment.
