No — a Full User license covers everything an Employee & Manager Self Service license-tier permission set would grant access to, so a Full User doesn't additionally need an ESS/MSS allocation to reach those same pages; the one caveat is that Full User access still requires being set up as a genuine named User, which isn't necessarily an exact functional match to how a more limited license tier's permission sets are structured, even though it's a strict superset in terms of page access.
