How do you assign multiple Functional Permission Sets to a new End User Permission Set?

Answer

Open "View Structure" on the End User Permission Set, then click Add and select the Functional roles/permission sets you want to grant to it — this two-step process (View Structure, then Add) is how functional permission sets get attached to an end-user-level permission set.
