Create a new Permission Set, then right-click IFS Applications at the root of the Presentation Objects by Navigator tab and choose Grant Query All — this grants query-only (read) access across essentially the entire object tree in one action rather than checking objects individually, though it can take a while to complete given how many objects exist. Grant that new Permission Set to whichever users need full read-only access; note this doesn't touch the FND_ENDUSER permission set every user already has, which provides baseline framework access separate from this broad read grant.
