Answer

Run a Reconfiguration of the existing application server using the Reconfigure option in the installer. Prior to Apps10, essentially all server-side configuration related to authentication, and many other server-side settings, can only be changed by running the installer's Reconfiguration option against the existing application server, rather than through any separate dedicated SSO-setup screen.
