Is it possible to attach permission sets to a User Group, so that any user placed into that group automatically inherits those permission sets, rather than having to grant them to each user individually?

Yes, this works as expected — first enable User Groups via the relevant right-click option, then grant the necessary permission sets directly from the resulting table view for that group and save. Any user placed into a group configured this way inherits the permission sets granted to the group, which is exactly the intended behavior for efficiently managing permissions across groups of similar users (like all Project Managers).
