Yes — there's a standard database task called 'Validate Timespan For Users' that can be scheduled to run periodically; it automatically activates or deactivates each user based on the Set User Activation date range already configured for that user on the User screen, so there's no need for a fully custom scheduling mechanism — just configure each user's intended activation window on their User record and schedule this standard task to enforce it.
