Is there a database view that exposes the total/available seat counts for LTU, ATU, or CTU license types (not just current usage), the way a premade Lobby element already does for Full User licenses?

There's no dedicated view for LTU/ATU/CTU total or available counts — that information isn't modeled relationally at all; it's embedded inside the binary XML license file stored in FND_LICENSE (under the row where PARAMETER = 'LICENSE_FILE'). It can still be queried with SQL by casting that binary value to XMLType and using extractvalue()/xmlsequence() against the relevant namespace elements (the sections covering limited, additional, and custom task users respectively) to pull out each permission set's name and its licensed user count — giving you the total to compare against current usage for an availability figure, without needing a dedicated Lobby element for each license type.
