Is there a screen in the application (rather than a database query) to search by a specific database View's name and see which Permission Sets have that view granted to them?

Yes — open any Permission Set (which one doesn't matter), go to the Database Objects tab, and search for the view by name. Clicking the found view name selects it in the left-hand tree structure; RMB on that same view in the tree and choose 'Show Grantees' to get the full list of every Permission Set the view is actually granted to across the whole system, not just whether it happens to be granted to the permission set you originally opened.
