No — this specific functionality can't be hidden or restricted in Enterprise Explorer. Only a defined, limited set of roughly 30 Presentation Objects control which application functionality can be shown or hidden from users via Permission Sets, and Find and Replace isn't among the functionality covered by that mechanism.
