Is there a way to disable the 'Layout' option in the Properties right-click menu, so users can't accidentally change/break a screen's layout — it doesn't seem to exist as an obvious permission?

Answer

Revoke the 'Object Properties - Layout' presentation object from the relevant permission set — it's found under the 'IFS Base Functionality' node on the Presentation Objects by Module tab. Revoking it removes the user's ability to access the Layout option from the Properties right-click menu.
