Answer

Yes — Sticky Notes access is controlled by the EE_NOTES_CONFIG presentation object. Removing this presentation object from a permission set restricts that permission set's users from being able to view or create Notes; users need to be granted EE_NOTES_CONFIG for the Sticky Notes toolbar option to be available to them at all.
