Is there a way to let a user run and view Quick Reports without also being able to modify or delete the report definitions themselves?

Answer

Yes — don't grant regular users access to the Quick Reports and Quick Report Detail screens directly, since those are meant for report authors/IT; instead point regular users at the Order Report screen, which lets them view and execute any report (Quick Report, Operational Report, or Business Reporter Report) they've been granted access to, without exposing the ability to edit or delete the underlying report definitions.
