No — Permission Set Filters are strictly a mobile-specific feature; they aren't usable in IEE or in standard (non-mobile-native) Aurena, regardless of how you try to configure them there. If you need object-level visibility restriction for a large object set (like a site with thousands of objects) outside of mobile, that requires a different mechanism (such as a custom row-level restriction), not Permission Set Filters.
