Only the creator of a Scheduled Database Task (Batch Schedule) can edit it — other users get 'You are not allowed to change this schedule, since it was not scheduled by you.' Is there a permission that lets someone else (who isn't the creator) edit it?

Yes — the ADMINISTRATOR system privilege is specifically what grants edit access to Scheduled Database Tasks (BATCH_SCHEDULE) regardless of who created them. Short of that, editing is restricted to the original creator; there's no more narrowly-scoped permission just for editing other users' schedules.
